Sir,
Referring to the Confidential letter dated 1st
February, Calling attention to the provisions of Army
Order 68 of 1889, regulating admission to the National
Defence &c., I have now the honour to inform you that
the Commander in Chief has been pleased to so far modify
those instructions as to allow all Admirals in command
of Fleets or Squadrons to visit such Fortifications,&C.
on their applying to the General or other Officer
Commanding for permission to do 30.
The Admiral then will in each case be shown
over the works by an Officer in uniform, and it is to be
understood that he will not be accompanied by any other
Naval Officer into works where there are any electricaă
arrangements or other machinery connected with Torpedo
work, or position finding instruments, or in fact any-
thing else which is desirable to keep strictly secret.
